Who is the "Center for Individual Freedom" and why do they hate Puerto Rico?

There are a lot of ads in the NY market right now hammering some Federal assistance to Puerto Rico that apparently has this outfit's knickers in a twist.

I never heard of them before. Are they just the usual suspects (Heritage etc.) in a new sweater?

I have been seeing their commercials in Ohio as well.

I live in Republican Bible Belt territory.
