Money is only termed "wasted" if it would have cost less to kill them by bombing.

Every abstinence program haas failed and they are being phased out.

mean by "teaching abstinence" is this:
Demanding suppression of a basic human instinct which drives them to copulate with consenting partners, thus inducing mental illness and unprotected intercourse when human will fails.
