She is popular in Iowa and is thought to have a promising future ahead of her, thus she would (should) probably say no.

Now! Gov Fallin of Oklahoma shares many of Trump's values. Wants a wall. Hates immigrants. And she is reviled in her state for screwing things up. So not a lot of future there.

Thus she eagerly supports Trump and has indicated she would accept the VP position.
