During the 1960s, the Black Panthers and the Puerto Rican activist group the Young Lords set up community health clinics and carried out screening programs for tuberculosis and sickle cell anemia as well as lead poisoning

is the primary culprit for the crime wave of the 1960s through 1990s.

It was not until the mid 1990s - when the people who were not poisoned by lead - came of age - that crime began to drop.
