If you see them more than once it's because they're busy threads.

You can go straight to the appropriate forum and read them in list form if you want. You don't have to sample from the main page.

That makes more sense. I thought the Latest Page meant that they were
the 'newest' posts.

It's possible to change settings so they don't come up. Turn off milestones.
