... Environmental Scientist Jane Kangas said city officials failed to send a notice of demolition or have the 100-year-old building checked for asbestos by a state-certified inspector before hiring Bottineau County to raze the structure in February.
Rules normally would allow for up to a $10,000-per-day penalty for the asbestos inspection violation and a $12,500-per-day penalty for not filling out a waste disposal variance form, which was required because the waste was buried on site and not in an approved landfill, Kangas said.
