First off, the criminal charges against Cosby were filed within the statute of limitations for sexual assault in Pennsylvania.
Second, Hastert was never accused of doing anything in Pennsylvania.
Pennsylvania and Ohio have different laws.
So you seem to be accusing a nebulous and fictional "they" of some kind of inconsistency which exists only in your mind in the first place, as the statute of limitations was NOT extended for Cosby in the first place.
Secondarily, you seem to think the courts of Ohio and Pennsylvania are run by the same people. They aren't.

I assume you are referring to the Cosby case, and all I can tell you is that he is being tried in the one jurisdiction where the statute of limitations had not expired. He has faced civil suits for other instances where the statute had expired.
