Road surfaces in a lot of places are designed with inherent camber and they're not flat, they're rounded and raised toward the centre for water runoff. With proper drainage and road surface design aquaplaning conditions aren't common on modern roadways in anything but a heavy downpour. But that may not be the case, here (hence the sign).

standing water on the road. It certainly happens here and the warning is there because it takes the county a long time to close roads if at all. For some reason the roads near our river are depressed in the middle of the road.
