in effect for areas under US jurisdiction. The 1961 Antarctic Treaty and subsequent regulations prohibit "harmful intervention" with flora and fauna. You cannot touch any animal there. From the looks of the vegetation* on the land shown in the video, this was likely on one of the sub-antarctic islands. They are also under the Antarctic Treaty.

*The grass shown is Tussock, it doesn't grow on the Antarctica Continent or the close islands.
