It's a main motif of Chinese politics. They're assuming their place as the Middle (or Central) Kingdom.

Putin's trying to restore Russian greatness.

Islamists refer back to the Islamic Golden Age, when everybody knew their place and plunder in gold from pagan territories fueled regal courts that could hire pet scholars to parse and employ cultural appropriation of plundered manuscripts. They want to make Islam great again. (Pakistan was founded partly on this idea. 'Splains a lot.)

Even Chavez and his pale imitation Maduro picked "Bolivarian" not because Bolivar was so socialist but because he wanted a strong central government over Gran Colombia. Chavez wanted to restore Gran Colombia and achieve Bolivar's vision. And restore the greatness that Chavez saw then (in a territory that was united by imperialist Spain and whose unity was inherited upon decolonialization--enjoy the fruits of imperialism while saying you're anti-imperialism is a standard trope; Lenin, Mao, even modern Arabists employ it, but the US is exceptional in that it's often the only country called out for it).
