Orlando Shooting: Did a good guy with a gun make it worse?

I thought I read this morning that the killer was leaving after his initial fusillade when some from club security returned fire, forcing the killer back inside, where the killing continued.

That was early this morning, and I can't recall the site, and the news is changing by the minute as new information becomes available. But if this is the case, it raises interesting questions.

Maybe security in the club opened fire, nobody knows what the hell happened.

For starters, I'd like to know what made them decide to send a SWAT team into a hostage situation after just 3 hours.
