2016 World Naked Bike Ride in PortlandThe ride was started as a protest on the city's reliance on fossil fuels
While indecent exposure can be a violation of city code, because this ride is a protest, Portland police do not cite people unless they start early, arent part of the official event or go off route and cause a disruption.
Portland has in many ways embraced it as part of what makes us Portlandia, said Sgt. Pete Simpson.
The organization urges riders to highlight local concerns in their respective cities. In Portland, this means continuing the message of less dependence on fossil fuels .....

It's to bring attention to our glut and dependence on the petroleum tit.
...and just have fun.
Portland has a unique "freedom of expression" law which permits nudity, etc. hence the record number of topless clubs per capita in the world. Not all a bad thing. Fits in with the marijuana laws, etc

I don't live there, but I visit often and love it.

(51,129 posts)Thousands of people stripped down to celebrate Portlands 13th Annual World Naked Bike Ride on Saturday.
Cyclists rolled through rain-free, 80-degree Portland neighborhoods from Mount Scott Park. Spectators crowded the streets of southeast Portland as cars came to an hour-long stall to bare witness to the hordes of nude riders.
I think people are here for the cause of uniting for something big, said Jason Dictson, a participant in this years ride. It has grown so big, but it still brings to light what it is for.
There is more to the ride than getting naked and holding the promise to Keep Portland Weird. ..............
