And it is a criminal investigation. As far as the public knows, she is not the target, the use of her server was the initial target.

They only confirmed that the I in FBI stands for investigation, but they were just being smartasses.

There is no named target. Another word for it is 'suspect'. A target is a person that the prosecutor thinks has committed a crime. if a person is a 'target', one may expect a letter from the prosecutor to that effect. But, that notification is not required.
Neither the FBI, not the US Attorney's office will tell anyone anything about the status. It is police business and any talking out of school may harm or inhibit an investigation.

There has been no referral to a grand jury. For this case, a new grand jury may be impaneled.

People will, simply, have to wait. Neither the FBI nor the US Attorney are going to tell anyone anything that may effect their work.
