Like its the old west or post-apocalyptic mad max hellscape.

NO.

Happening once is an anomaly, not a trend. More importantly, no matter how well "trained" this person was, it was dark in a crowded area and in a high-stress situation, it was just dumb luck that he managed to shoot the right person and the bullet didn't hit anyone else.

More guns is not the answer. Ever.
