Apparently not

The Deep South (LA, MS, AL, GA, SC, TN) gets a dozen Senators and CA gets two. Total population of those states is about 20.5 million vs. 38.8 million. 6X more votes in the Senate with just over 1/2 the population. This is why we can't have nice things. Ever.
