** UPDATED ** Standing Rock Leader asks ALL to dismantle camp and go home

Last edited Wed Dec 7, 2016, 02:54 PM - Edit history (2)

UPDATE: Reports that the request was for only non-Sioux to leave Oceti Sakowin Camp were incorrect. See Chairman Archambault's statement below, following the original (incorrect) news excerpts.

Standing Rock Leader Asks Those Who Are Not Sioux To Leave Pipeline Protest Area
December 5, 2016·4:27 PM ET

Rebecca Hersher

The chairman of the Standing Rock Sioux tribe in North Dakota told Reuters on Monday that he would like people who are not Sioux to leave the protest area near the route of the Dakota Access Pipeline.

"I'm asking them to go," Dave Archambault III told the wire service, saying that the Obama administration "did the right thing," and that he hoped to "educate the incoming administration" of President-elect Donald Trump.

"Nothing will happen this winter," he said.

Standing Rock Sioux chair: Protesters can go home, hopes for Trump meeting
By Reuters Media on Dec 5, 2016 at 12:13 p.m.

FORT YATES, N.D. -- Standing Rock Sioux Chairman Dave Archambault said Monday, Dec. 5, that non-Sioux protesters can leave the North Dakota protest camp after the government ruled in their favor in a controversial pipeline project adjacent to their lands.

"I'm asking them to go. Their presence will only cause the environment to be unsafe," he said of the non-Sioux protesters, adding that he hopes to meet with incoming-president Donald Trump to educate him about the decision made and the future of the pipeline.

...

In an interview with Reuters at tribal headquarters in Fort Yates, North Dakota, Archambault said that even if the Trump administration looks to change the decision, nothing is going to happen through the rest of the winter before he takes office on Jan. 20.

** UPDATED new statement from Chairman Archambault:

Dave Archambault: It's time for water protectors to return home

Standing Rock Sioux Chairman calls for water protectors to return home
By Dave Archambault II
Chairman, Standing Rock Sioux Tribe
standwithstandingrock.net

I know we have prayed and continue to do so. Now you must believe in your prayer.

Energy Transfer Partners cannot cross the easement, even if they drill. Not only will they will jeopardize the entire pipeline project, but they will also jeopardize their investors’ money and their bank loans. They may drill up to the federal lands to try to provoke the campers. They will do this to create the illusion that the Army Corps of Engineers made the wrong decision. We do not need to engage them in this; we need to go home. While this phase of the struggle relied largely on the protectors at camp, this next stage will be focused on the legal battles, and keeping the current decision in place.

A new administration will not easily be able to reverse Sunday’s historic decision. This decision is everything we had asked for: a non-granting of the easement, initiating an Environmental Impact Study, and suggestive of a reroute. We got it! Energy Transfer Partners will face an uphill battle in trying to dismantle the process initiated by this decision.

We deeply appreciate all the people who supported us with their presence, but when this storm passes, it is time to dismantle the camp and return to our homes. If the camp stays where it is currently located, people are risking their lives. The current weather is severe, making travel impossible. If the camp stays, we run a risk of further provocation from local law enforcement. Once one person is hurt or property is destroyed, that will lead to more outsized actions by law enforcement. The longer the camp stays, the greater risk we run of seeing further violence at the hands of law enforcement and potential injury to our supporters.

Our great leaders of the past would never put the people at risk of harm, especially women and children. I don’t want anyone to be living in an unsafe environment. We need to stay in prayer, believe in our prayer, and begin our journey home in prayer. I believe in my prayers and in the Creator. Take the lessons we learned here and apply them at home – unity, peace, prayer.

I know this is a victory for this one DAPL battle, but we have not yet won the DAPL war. There will be more battles ahead and we will continue to strategize and win. The camp has brought us this far—now it is time we pivot to the next phase of this struggle. That will be lead on different fronts like in court, with the new Administration, with Congress, and with the investors.

We are establishing a path now to help the world understand that what we asked for and what we got is the right decision. The world is watching us and our behavior will determine the final outcome.

I am asking each and every one of you to come up with a strategy to close and exit the camp. I respectfully ask that you leave the land as it was when you arrived, and return home before the winter grows more severe. Pass this on—let everyone know that we are thankful for their passion and commitment and we are thankful for them all standing with us. It’s time now to enjoy this winter with your families. We need all to respect the host tribe’s wishes. We are asking all tribes to pass this on to their members.

This storm is a glimpse of what is to come as temperatures are still not reaching the winter lows of this region. I understand that folks cannot go at this moment, but as soon as this current storm has passed, we must execute an exit strategy and continue our battles to protect water. These efforts are not only needed in Standing Rock, but they are needed throughout Indian Country, across America and internationally. I want you to know that Standing Rock stands with you as you return home to carry this energy and movement into the future.

Dave Archambault II serves as chairman of the Standing Rock Sioux Tribe.

because of the obama administration decision the place will be safe while Obama is president.

and my guess is he thinks he can convince Trump to do the right thing with a quiet private meeting and without others around. with others around Trump will start feeling like he is in some contest with them and has to beat htem and other stupid shit because of his immature mind.

Besides attacking the Corps' denial of the easement as 'political,' the ETP/SXL statement merely expresses their expectation that they will be able to complete DAPL construction as currently planned, without rerouting. They make no threat to resume work without the necessary easement. Their expectation may simply be based on confidence that the denial will be reversed administratively on appeal, or or by the courts, or by a new policy from the incoming Administration.

I've seen a few claims posted on blogs or published elsewhere on the net that the companies will resume work in defiance of the Corps' easement denial, but so far these seem to be based on misinterpretation of the ETP/SXL statement.

The full statement from ETP/SXL is at the link below; this is the key portion:

As stated all along, ETP and SXL are fully committed to ensuring that this vital project is brought to completion and fully expect to complete construction of the pipeline without any additional rerouting in and around Lake Oahe. Nothing this Administration has done today changes that in any way.

My read is that they are stating only their expectations, not any intent for what they will do.

They even include a disclaimer at the end of their statement:

Forward-Looking Statements

This press release may include certain statements concerning expectations for the future that are forward-looking statements as defined by federal law. Such forward-looking statements are subject to a variety of known and unknown risks, uncertainties, and other factors that are difficult to predict and many of which are beyond management’s control. An extensive list of factors that can affect future results are discussed in the Partnerships’ Annual Report on Form 10-K and other documents filed from time to time with the Securities and Exchange Commission. The Partnerships undertake no obligation to update or revise any forward-looking statement to reflect new information or events.

Chairman Archambault doesn't expect DAPL to defy the Corps. Rather, he expects them to resume drilling up to the boundary of the easement section in an effort to provoke water protectors into taking illegal action--harming construction workers or damaging equipment--which would only lead to more brutality from law enforcement.

We'll have to agree to disagree and see how this plays out. In any case, I don't see water protectors abandoning camp as Archambault asks.

I'd seen other discussions of differing views but that link was so interesting that I spent a lot of time there reading.

The 5-minute video update by the Chairman that was posted in the discussions didn't do much to clarify the original reports of what he was asking, so I expected there would be further remarks from him. A little searching turned up the new statement that I added to the OP.

Thanks again.

FORT YATES, North Dakota — A blizzard and freezing temperatures created disorder this week for protesters intent on celebrating their partial victory over the Dakota Access Pipeline in North Dakota.

Many roads were closed due to dangerous driving conditions and some protesters were stranded along streets in cars. Volunteers searched tents, teepees and makeshift lodgings in the main resistance camp to make sure no one was snowbound.

“The weather conditions are real. You could die,” said John Shirley, a veteran from Anchorage, Alaska, who’s been at the protests for a week. “The wind is the big thing. It feels like there are needles going through you.”

...

But a winter storm of heavy snowfall and strong winds nearly brought the area to a standstill beginning Monday. Bitter winds persisted through Tuesday night though the snow had stopped. The high temperature Tuesday was reported to be in the single digits.

...

The medical workers said that they’d treated more than 100 patients for dehydration, hypothermia and other conditions. Medics needed supplies to treat roughly 100 other patients with chronic diseases like diabetes and high-blood pressure, according to Rupa Marya, a doctor coordinating medical care.
