If I had to guess, the CIA has a culture of people focused on real-world geopolitics, while the FBI has a lot of cultural conservatives mad about things like domestic social policy- gay marriage, legal weed, etc.

And I wonder how much of this is his being pissed that Obama, and by extension, Hillary, didn't go overboard to bat for the FBI against Apple (unlike Trump) on the whole question of iphone encryption.
