So maybe that was the conversation at Senator Feinstein's Home between Hillary and Barack:

I'll take the Prez, you take SOS, I promise that you'll be on the ticket in 2012. By that time, your husband will have been made into a real icon, you shall have had a successful tenure at State, I will be on the ropes a little bit as all first-termers are, and you will serve to re-energize the ticket and then run in 2016 unfettered and unapposed. Of course, you can never tell what might happen, but you have really little to lose and everything to gain. If I walk out of here with nothing, I'm still the nominee, and you're just a sore loser, and even if you ascended somehow to the top of the ticket, you will suffer the slings and arrows of your husband's, shall we say, actions and peculiarities and would stand a good possibility of losing. We work together and we're both in: I'll be the first acknowledged minority President, you'll be the first female President. Deal or No Deal?

but I am one of her constituents, met her, followed her career since she was merely a member of the Bay Area Air Quality Board and have had several dealings with Sen Feinstien.

She prefers to stay safe (Republican Safe) on far too many critical issues. She cast the deciding vote in favor of NAFTA and claimed "Somebody had to do it", she shielded then VP Cheeney when it was discovered during his tenure as CEO of Haliburton they sold Nuclear Detonators Illegally to Pakistan. When questioned as to why she voted against her Dem constituents she replied with a letter “That is why Senators only have to face re-election every 6 years”

Sure she throws a bone occasionally – but does more damage then good over the long run

She has the say in just about every decision as to whom the Democratic Party in California lets run, especially in the SF Bay Area, and even if it is for dog catcher.

She set things up so that there were two gubernatorial elections thrown to the Republicans between 2000 and 2008.

She has destroyed the ability of any progressive in the Bay Area to seek election on the Dem ticket (Unless they were already a political name before 1988.)

She also had the Code of Ethics used in the Senate totally re-written, so that her husband Richard Blum could maneuver their business holdings such that he had 27 million dollars worth of contracts awarded to him within months of the Senate passing the Iraq War Resolution. (This would have been a crime of conflict of interest - at the very least, before the Code of Ethics was overhauled, Di Fi would have had to excuse herself from voting on the IWR.)

Has Obama replaced Joe Biden with Hillary Clinton on the ticket as V.P. for the 2012 election?

That didn't happen, most likely, and Joe Biden is most likely not going anywhere as Veep either.
