are pulling strings from the background. Koch wants to destroy the federal government almost entirely AND state governments as well.

Of course the Department of Energy is in their sights. Everything except military and police, and enough of a legal function to protect plutocrats from fraud, is on their block. Such as universal public education. No more public education if they get their way. No protected public lands. No SS. Medical care available for those who can afford to pay for it or for expensive insurance at any particular time.

A culling of those they see as worthless burdens on society. I.e., by far most of us.
