Why do the FEC and the National Archives report different 2012 Presidential results?

Hillary's current result (65,844,594 on CookPolitical) is higher than Obama's according to the National Archive, but slightly below that reported by the FEC.

National Archives:

Obama 65,446,032

Romney 60,589,084

reported on the states' Certificates of Ascertainment for electoral college purposes - the FEC number is the correct total.
