When IS Intel says they have proof, they not only have logs, but the actual data sent and by whom!

.

The US captures ALL communications that enters or leaves the borders of the 48 States - EVERYTHING.

They also capture data in Alaska, Hawaii and all US territories, but the 48 contiguous states includes traffic
to the non-contiguous US entities. So something sent form the 48 to AK or HI, for example, is scanned too.

Once they have the times and IP addresses, they can pull all of the information that was sent... in moments.

They know exactly what was sent in, what was sent out, by Russia and members of Trump's regime.

The DNI can not release this information to the electors as they would know the scope of US surveillance.

They would also know the level of corruption that has occurred.

There is no database of every internet connection and its content. Tracking these hacks is more tricky and the methods involve some assumptions and conjecture. There is no smoking gun with an IP address that comes back as "Kremlin".
