Ben Carson opposes integrated housing

The Obama administration had a plan to promote integrated housing. Carson called it "social engineering".

On the floor of my rent controlled apartment in the San Fernando Valley there are African American, Latino, Indian, Iranian, Greek, Russian familes and families of all races and nationalities. I wouldn't trade one of them for a Deplorable as a neighbor.

2. My suburban Chicago building is quite diverse as well.

African American, Latino, Asian, and there's a new guy who I think is from Africa. The people who lived above me for about two years were Muslim, from Saudi Arabia. The mother and daughter, who wore hijabs, were friendly, though they never said much. The father (Mohammed) was more gregarious and a nice guy.

The people next door to me are Deplorables, but also very nice and help me out by changing high-up lightbulbs (I don't do ladders).

IIRC Obama administration had a database to monitor community diversity. If a neighborhood fell too low, they were sanctioned by depriving HUD funds. Some communities were in open rebellion and rejecting HUD funds, preferring a market-based system over one of racial quotas. Some of this info could be wrong, I'm recalling from memory.

Is that what the OP is about? Or did Dr Ben actually say he's against integrated housing?
