Must have something to do with Metro stop locations, and/or major arteries entering the city.
If most auto/bus traffic enters from the south, it's probably very difficult to cross the Mall to get to the north side.
I think a lot of buses park at RFK Stadium. Maybe the Shuttle brings them to the south side from there.

The resolution is terrible on that video and the light is not great.

I wish the pink hat people had gone with a more distinct color. I understand the pink p***y idea, but the bright pink on video often reads as red. A lighter pink or lavendar might have been better.
