Has Trump declared a state of emergency in the tornado hit area?

Georgia got whacked a few days ago and 16 people died. Trump says he's going to "help." Has he, or is he too busy turning the US into a dictatorship?

"The governor of the state in which the disaster occurs must declare a state of emergency and formally request from the president that FEMA and the federal government respond to the disaster."

Only Mississippi has declared a major disaster, which appears to be a step down from declaring an emergency:

Mentioned it during DHS speech.

'Briefing with acting director Fenton - instructed to have FEMA to do all they can', 'they need speed'.

His next step needs to be to get James Mattis on the phone. Start shipping combat engineer and military police units in; they can't do law enforcement duties against American civilians but they can direct traffic and search for missing people.
