Only Mississippi has declared a major disaster, which appears to be a step down from declaring an emergency:

His next step needs to be to get James Mattis on the phone. Start shipping combat engineer and military police units in; they can't do law enforcement duties against American civilians but they can direct traffic and search for missing people.
