His approval is falling, below 50% now. If he opposes Trump, his popularity could increase and save himself.
But at the same time, he needs the Keystone Pipeline, which he has publicly supported. If the pipeline is jeopardized, he will face revolt in parliament and questions about his authority.
It's a difficult position to be in.
