He tweets as camouflage...focus on the issues.

He does the same thing every time.

Announces controversial and insane nominations, policy stances, executive orders. Then tweets about the media or something else off the wall.

We (Americans) need to stop chasing the squirrel and focus on policy.

Distractions like this is why we forgot how bad Betsy DeVos was and why she'll probably be confirmed. Or after a week we will forget about this ban on Muslim countries.

He's normalizing our expectations.

...furthermore, there are serious issues behind many of his twitter proclamations which need to be confronted and addressed.

2. He might not be doing this as a strategy, though, as he's used Twitter constantly

over the years. He Tweets looking for support and adoration. He gets stuck on what he perceives as insults or on events that don't honor him. The result is the same, but the guy is mentally unwell and narcissistic/psychopathic.

I don't care what the son of a bitch tweets. I care about what he does in his office. Tweets are not news!

I am sure his handlers are finding this most advantageous.
