If I were a foreign power, I would be putting my military on an emergency footing whether I announce it or not. I would also ready my nuclear arms. I have no doubt that some of those countries are considering 'first strike' plans.

Sure, China, India, Pakistan, UK, Israel, and France could all fire first. But, they could not eliminate a greater US response.

In addition, who knows what Kim Jung Un will do. He doesn't have that capability yet. However, he could send his own minions to wreak havoc like that we fear from ISIS.
