Senator Burr (R) office just told me Bannon's seat on NSC is by invitation only, not a permanent

seat. Norris (Burr's aide) said tRump's E.O. was not a permanent appointment, but an invitation only. Therefore, he said Congress does not have to approve Bannon. I know I've seen media reports that Bannon's seat on the National Security Council is permanent. What is the truth?!
