The euphemisms used in place of "lying" allow wiggle room that the person isn't being knowingly dishonest, ie: lying.

IS knowingly and intentional lies. The Con acts quite stupid sometimes, but he's most times dumb like a fox. He know he's lying and just doesn't care. Somehow h's convinced his voters they never have to question him!
