It recalls Pat Buchanan's statement that he didn't know what the problem was, those Africans got a "Nice Boat Trip" to America. Of course Buchanan is just a clueless white guy, not a black man who should grasp the truth of it like Carson. How he be got a medical degree is beyond me.
