might be misused? You're wrong. There used to be tests designed to keep blacks from voting in some states. They pretended to be literacy tests to make sure only people who were educated could vote.

We don't do that in this country. That's because such things are always misused to restrict voting rights when they are available.

It's a terrible, terrible idea. Think longer before suggesting such things, OK?
