(7,014 posts)When a bill doesn't have enough votes, it isn't brought to the floor and voted on. This was LBJ's way when he was in the Senate. It seems to have been followed in both the House and Senate after that. I can't imagine Ryan wanting to be defeated by the vote.

Now is the perfect time because constituents are in a place where they might listen AND they've had a taste of what it feels like to be insured and they do not want to go back to the way it was before the ACA. Put the lousy rethugs on the defensive and let them pee their pants over this.
