He looks almost haggard these days, though, so he might have met his match in the loony in the White House.
I think he was hoping for more time to get a fake health plan in place that was more than just a big tax cut to boys like Dolt45. There is a reason this one is being rammed through as a budget bill, and when they got called on it, they came up with the fiction of the three part plan, the second and third parts blank paper and likely to remain so.

On the other hand, his credibility with the rest of the party is shot now so even if he calls for one, it may not make that much of a difference.
