if so, you are being hoodwinked by the kabuki theater going on.

Russians were tipped off. Probably nobody was home (Russians tipped off the Syrians and Iranians).

He decided to test his limits and it failed. It embarrassed Moscow and Tehran. He left the US no choice but to respond, but for all intents and purposes, looks like it was a slap on the wrist.

Meanwhile, Moscow and Tehran won't say boo, as they were warned in advance, and by preponderance, Syria. Its kabuki theater. The real threat to Assad is probably Putin telling him you do something stupid like that again, you'll die an early cancer death.

Russia HAS air defense systems in Syria that can shoot down Tomahawks, looks like they were not utilized, so that says it all.
