One of the running gags on that show is Frank's incompetence. And that one goes all the way back to the book that both the movie and TV show were based on. (Frank Burns is a mixture of two characters from the book: Major Hodgson, who was the religious nut; and Captain Burns, who was the incompetent surgeon.)
