Maybe they were afraid he wouldn't sell it cheap enough.

If TVA does go private, with all the nuclear liability it carries, the federal government shouldn't have to backstop the losses from a nuclear accident. Whoever buys it should have to buy their own insurance for that, plus put some money in escrow.
