I think he's just ordering that whatever he thinks will make him look strong be done.
There is no evidence of any deeper plan by this president, though I'm sure his underlings have some freedom to pursue various agendas.

But let's be serious. The only reason he wants to pick on Iran is because that black man made them sign a deal, a very good deal. He wants to piss and shit all over every deal Obama made. If he can't get congress to decide on a healthcare replacement, at least he can bomb Iran.
