As far as I know each of the 50 states runs their own voting systems, with different equipment and software they contract. I don't see how someone can make a blanket generalization about 50 different systems, some of which do not involve computer voting.

It's not windows based at all. It's custom firmware and software written in C and some Assembly Languge.
