And then I realized that both Clinton and Obama had only two years when they worked with a Democratically controlled Congress, at least the House.

because of Kennedy's illness and death and I think another factor which I am forgetting. Majority doesn't always get the job done. Being able to force a cloture vote in the Senate does when opposition refuses to compromise

They had very few days to get legislation passed. The economy was tanking, thanks to Bush Jr. and the stimulus bill had to be passed. Even though a lot of it was tax cuts for the rich.

Then, they went after getting the ACA done.
