Regulations don't create costs, they distribute them

Heard this on the radio today and it floored me because I'd never heard it put that well before:

"Regulations don't create costs; they determine who bears the burden of a cost".

This is how we have to frame regulation.

is to shift costs to the citizens - always.
They have been relieved of the healthcare costs they create for citizens through toxic products, polluted air, water, and soil.
Minimal research equals no responsibility.

Regulations are consumer and environmental protections.
And, that these regulations actually create jobs.
