That's the cause of wars.

As long as people are just disagreeing, or shouting at each other, or making threats, or protesting, it's not a "war". It's not a war until people start shooting at each other.

When they bring intentional, organized harm to others is when I would call it a war. I consider that we are pretty close to being at war with our government and I suspect that is what the antagonists want.
