I can't imagine anything more cruel than pools for those with pre-existing conditions

I can't imagine anything more cruel than high risk pools for those with pre-existing conditions, i.e. insurance ghettos. Putting all the sick people in one pool stands the principle of spreading the risk on its head.

All major insurance companies had to accept everyone for limited windows each year. They were hard to get into (limited window, limited slots) and very expensive.

There were limited slots in the pools, so if you had a pre-existing condition and didn't make the cut to get into the pool, you were SOL.

I don't expect any different this time.
