What's their strategy with passing AHCA out of the House?

In my opinion, they want to pass something, anything, out of the House so they can say they have repealed Obamacare, and it doesn't really matter what the Senate does. They have rationalized that it is politically safer for them to repeal Obamacare than to let it remain.

Also, they will then try to pass a "tax-reform" bill and send it to the Senate, thereby putting pressure on the Senate to pass the repeal of Obamacare so they will have the money for the huge taxcuts in their plan. If the Senate doesn't repeal Obamacare, there is no money for the tax cuts. This puts Republicans in the Senate in a very tight spot.

Just my opinion.

they've perfected the art of being a gutter opposition party and they're great at disrupting the debate, reframing, smearing, etc.

they have no idea how to actually govern.

closest thing to a strategy is they hope to pass something in the house that the senate will fail to pass, then they will go into the election insisting on the need to get a filibuster-proof majority.
