I'm not a legal scholar, but I think that if the "Original Intent" conservatives on the courts were honest and consistent they would not construe this to include pardoning in advance.

I would approach it by saying that until it is proven (prosecuted, tried, and conviction obtained) then it is only an allegation and not an Offense. Note that the word is capitalized by which we can deduce that they meant it to be factual, an official item, not merely conceptual.

I know lots of intelligent people say it takes time, but there's been investigations going on for quite some time and nothing real at all so far. I want to see indictments, grand juries, lawsuits and even arrests (yeah, I know, very unlikely).
