1. 2018 is a non-Presidential election.

Turnout will undoubtedly be very low. The GOP is betting on this to be the case. And the worst effects of Trumpcare will not yet have taken effect before the elections. So I am betting that the GOP will not suffer too much, and I will be quite happy to apologize for my pessimism if I am proven incorrect.
