“Out of an abundance of caution and to avoid the appearance of using my official role to promote the book, I will not publicize the book through a promotional tour or media appearances,” she wrote.

And aren't suggestions usually made to you by people who have more knowledge or experience?
That would imply that tRump can just make up his own ethics because he has more experience than anyone. 
I seriously feel this is the line of reasoning they took to reach the conclusion that ethics do not pertain to them.
