Trump suggests financing for historically black colleges may be unconstitutional

President Donald Trump signaled Friday that he may not implement a 25-year-old federal program that helps historically black colleges finance construction projects on their campuses, suggesting that it may run afoul of the Constitution.

In a signing statement on the $1.1 trillion omnibus government spending bill, Trump singled out the Historically Black College and University Capital Financing Program as an example of provisions in the funding bill “that allocate benefits on the basis of race, ethnicity, and gender.”

Trump’s statement also suggests concern about programs listed under the “School Improvement Programs” section of the budget. Those include a wide range of education-related programs, such as after-school initiatives and programs that support Native Hawaiian and Alaska Native education.

Advocates for HBCUs and a legal expert said they were confused by the reference to the HBCU financing program.

Cheryl Smith, senior vice president of public policy and government affairs at the United Negro College Fund, also known as UNCF, which advocates for private HBCUs, said in a statement that the organization is “puzzled by this provision and seeking clarification from the White House as to its meaning.”

“The administration is basically putting us on notice that they think there might be a problem, and therefore they might have to exercise judgement in these programs,” he said.

He also said it was unusual that the statement referenced only “race, ethnicity and gender.”

“Why stop here?” he asked. “If you’re worried about the allocation of benefits in unfair ways, why not add other things like religion or disability?”

I grew up in NE New York and was in elementary school in the '60s. It was a pretty diverse community, went to school with black kids, pale red haired kids, kids that heard another language at home. I didn't know there was supposed to be any difference since nobody said anything, to me they were all just kids in my class.

I can't help thinking of Jimmy Carter, have his autobiography on audio, have listened to it more than once in my car. And he was born in the '20s, had no idea either until he went to school. His neighbors and playmates in rural Georgia at the time were all African American. He tells about joining the local school board in the '50s and the disgraceful disparity between the education system for black and white kids. He was understandably distressed and worked to change things. The fact that there are really people in this country that want to return to those days is just deplorable.

meant absolutely nothing. It's a shame that they showed up at the White House and participated in the photo op thinking that despite what they heard during the election that Trump would act fairly to support HBCUs.

Then in 1981, St Ronald Reagan established the White House Initiative on Historically Black Colleges and Universities, expanding its funding. That's the program that Trump was referring to, I think.

Trump is throwing another 6-year-old style tantrum with his statement. His crap is getting kicked out at the Federal Court level as unconstitutional, so he thinks he can turn that back onto his opponents. And he thinks he's spiting a certain black gentleman by threatening HBCUs.

Next they'll say that Planned Parenthood shouldn't be funded because it discriminates against men!

His MO would be to transfer the money from "traditionally black colleges" and give that money to religious schools.

I'm sure he'd find a way to deny religious black colleges federal money.
