It's been around for a long while. As noted above, a lot of countries have an immigration track for prospective immigrants willing to make a substantial investment in a business located in the desired country.

I should add that what IS unusual is having someone in the White House promoting specific investments as a way to qualify.

And enacted into law by broad bi-partisan majorities and signed by GWH Bush. The co-sponsors were Dodd (D-CT), Simpson (R-WY), Moynihan (D-NY), D'Amato (R-NY)

that a visa program like that existed. :O After all these years involved in politics, I had no idea. And I have to say that I do not like it, regardless of who introduced it or voted for it.
