It's for his own personal profit, that's why. The details we aren't sure of but we know several things,
1 - Russian mafioso was overpaying by millions of dollars for his estates prior to the sanctions as a way of laundering their money. He needs the sanctions removed so he can make that $$ again.
2 - He's in great hock to Russian banks so that's a huge bribe they could be using.
