Because Pence knows he's far closer to the presidency now than ever, if he can just look like he had nothing to do with Russia, or, as far as possible, the Trump campaign. He can't let himself be associated with whoever Trump nominates to cover things up at the FBI. He'll be reading up on how Gerald Ford playing things in '73 and '74.

My theory is that they knew all this stuff about Trump would come to light because stuff like this always comes out, of and they deliberately keep him in the dark on most issues so he can have plausible deniability.
